Excessive reliance on tradition has brought corruption, but this corruption is not deeply-rooted. Reforms can be achieved without too much effort, but when inaugurating reforms, some danger is always present. Remain alert to the risks inherent in all change, and you will be able to avoid much possible damage. Remember that reforms are not in themselves a panacea, friend. They must be watched carefully, particularly in their early stages, to see that the previous rot is not contaminating them as well.
